My cymbidium has produced numerous flower spikes (9 in '17, 1 current 3 months) that have refused to open.

I purchased it two years ago as a very healthy plant and have it under cover outside in bright light in Hobart, protected from frost and rain and watered when bark mix feels dry. I will admit I have not fertilised it much.

Sounds like you are doing all the right things. If the flowers are not opening, I would suggest adding liquid fertiliser special for orchid. Try Yates Thrive Orchid Liquid Plant Food.
