We brought a home that has an ornamental flowering plum that sends shoots up through the garden and lawn. Is there a way we can stop this?

Answer: Hi Rhonda, some prunus rootstock can be problematic with suckering and there isnt much that you can do. Chopping them off at the soil surface just encourages stronger suckers. ideally each sucker needs to be cut off where it sprouts from the root system below the surface of the soil. A sharp knife or secateurs is used at the junction of the sucker and the main surface root. take a long shallow slice of the root along with the sucker to reduce the chance of re-shooting from the same point on the root or any remaining tissue of the sucker itself.
