I have an orange powder substance growing on the underside of my frangipani tree leafs, how can I treat it.

Can you Pease tell me what it is and if it can be treated and stopped.

Sounds like the plant is infested with Rust, a common fungal disease. The product you need to apply is Yates Rose Gun Advanced. You can see a picture of the product using the below link.
